Why Paul wrote Romans to defend God’s character

With Romans:

For God so loved the world, that he gave his only Son, that whoever believes in him should not perish but have eternal life.

Without Romans:

For God so loved the world, that he waited four thousand years while many generations perished, and then he gave his only Son, that whoever believes in him should not perish but have eternal life.
